Starr
Clark
came
to
Annandale
in the
1850's
as a
tutor
to the
Bard
children
. He
lived
with the
family
for
two
years
,
during
which
time
he
developed
a
close
,
trusting
relationship
with the
family
.
Hard
working
himself
, and on
good
terms
with
working
people
,
Clark
was the
ideal
man
to
implement
many
of the
Bards
'
philanthropic
causes
in the
immediate
and
surrounding
areas
.
Appointed
'
Missionary
of
Annandale
' in
1854
,
Clark
was
instrumental
in
starting
the
first
parish
school
at
Annandale
.
Margaret
Bard
reportedly
promised
funds
and
asked
him to
use
his
talents
to
start
a
school
in
nearby
Tivoli
(then
Madalin
, also
called
Myersville)
, and he
agreed
.
Chief
among
his
many
contributions
to the
village
of
Tivoli
were the
construction
of
Trinity
Church
and
School
, and
Trinity
School
, a
boarding
school
for
young
boys
which
operated
under
his
direction
for
26
years
.
Clark
was a
major
force
behind
the
incorporation
and
merger
of
Tivoli
and
Madalin
in
1872
and he
served
as the
first
President
of the
Village
of
Tivoli
. A
year
later
he was
re-elected
to this
office
,
where
he
oversaw
many
improvements
to the
village's
infrastructure
, and
provided
a
needed
social
stability
as the
village
grew
and
changed
.
Financial
difficulties
forced
him to
sell
Trinity
Church
and
School
,
along
with
Trinity
Academy
in
1893
, and he
accepted
another
position
to
head
Mt
.
Mintern
, a
home
and
school
for
neglected
children
near
Elmsford
,
NY
. He
died
in
1914
at the
age
of
92
.
